연안지역 지진해일 발생에 따른 학생들의 피난행동에 관한 연구 -동일본 대지진을 중심으로-

Abstract

동일본 대지진 이후부터 성인 피해자들의 증언을 정리한 보도와 서적 등이 간행되어 당시의 피난 상황을 알려지게 되었다. 그러나 이러한 자료 중 학생들의 피난 상황 정보는 매우 적으며 지진이나 해일에 의해 이들이 어떤 행동을 취하고 피난을 했는지에 대해서는 충분히 밝혀지지 않았다. 본 연구에서는 동일본 대지진에서 학생들의 피난 행동을 분석 및 고찰하여 향후 예상되는 재난에 대한 학생들의 피난행동에 관한 지식을 얻는 것을 목적으로 한다. 연구결과 학생들은 지진해일에 대한 정보를 수동적으로 얻고 있으며, 피난행동은 성인에 크게 의존하고 있었다. 지진 발생 직후 행동은 흔들림이 멈출 때까지 자신의 몸을 보호하며 가만히 있는 경우가 많았고 흔들림이 잦아든 후 다른 장소로 이동하는 취하는 경향을 알 수 있었다. 지진해일의 위협으로부터 벗어나기 위해 리아스식 해안지역 학생들은 주로 높은 곳으로 이동하였고, 평야지역 학생들은 학교 등 높은 건물로 이동하여 수직 이동하는 것을 알 수 있었다. 피난 장소로의 이동 형태는 한번의 이동으로 최종 피난장소에 도착하였으며 이는 사전에 피난 장소를 결정하고 움직였다고 판단된다.

Trans Abstract

After the Great East Japan Earthquake, many reports and books that compiled testimonies of adult victims were published. Thus, refugee situations are well known, but information on the refugee situations of Japanese students is not. This is because what actions the students took and how they sought refuge from an earthquake or tsunami have not been fully recognized. The purpose of this study was to examine and analyze students’ refuge behavior in the Great East Japan Earthquake and to predict the refuge behavior of students affected by future disasters. The results of the study showed that students passively acquired information about earthquakes and tsunamis and that their refuge behavior was highly dependent on adults. Immediately after an earthquake, people tended to protect themselves and stay in place until the shaking stopped. However, they tended to move to another place after the shaking occurred frequently. Students living on ria coastlines were likely to move to high places to escape the threat of earthquakes and tsunamis, whereas students living in plain regions were likely to move vertically to tall buildings, such as schools. As for the mode of movement to refugee shelters, the students arrived at the final refugee shelters in one move, and it is assumed that the refugee shelters should be decided in advance and the students should move there.

1. 서 론

1.1 연구의 목적

지난 2011년 3월 11일 14시 46분 최대 진도 7 (해구형 지진)의 지진이 동일본을 덮쳐, 그 흔들림에 기인한 10m 이상의 쓰나미가 많은 고귀한 생명을 앗아갔다. 지진 재해로부터 1년이 지난 무렵부터 피해자들의 증언을 정리한 보도와 서적 등이 간행되어 당시의 피난 상황이 알려지게 되었다. 그러나 이러한 자료 중 학생들의 피난 상황 정보가 적을 뿐만 아니라 지진이나 해일이 발생했을 때 학생들이 어떤 행동을 취했고 어떻게 피난을 했는지에 대해서는 충분히 밝혀지지 않았다. 본 연구에서는 동일본 대지진에서 학생들의 피난 행동을 분석·고찰하여 향후 예상되는 재난에 대한 학생들의 피난행동에 관한 지식을 얻는 것을 목적으로 한다.

1.2 연구의 방법

동일본 대지진에 관련 신문 기사, 뉴스 방송, 특집 프로그램에서 피해자 자신이 피력한 수기나 체험기 등 다양한 매체에 의해 당시의 피난 행동을 기록한 것이 발표되고 있다. 본 연구에서는 학생의 기준은 유치원생부터 고등학생까지로(이하 ‘학생’ 라 함) 이들이 작성한 작문이나 수기(이하 ‘수기’라 함)를 수집하고 당시의 피난행동을 Table 1과 같이 항목별로 구분하여 데이터 시트에 정리·분석한다.

조사 대상인 수기는「쓰나미 피해지역 학생 80명의 작문집」, 「3.11 동일본 대지진 거대 진동의 격류 」,「3.11 그날의 사실, 그날로부터의 사실」의 3종류의 문헌(Fig. 2)으로 수집한 87명의 아이가 작성한 것이다. 현지조사는 이와테현 중심(2011년 6월 25일∼29일)과 미야자키현 중심(2011년 11월 10일∼13일)으로 구분하여 조사 범위를 북쪽의 이와테현 미야코시에서 남쪽의 미야기현 이와누마시까지 태평양 연안을 대상으로 하였다. 조사 내용은 쓰나미로 인해 발생한 피해 상황, 지진 직후 신문보도수기 등에 등장한 장소의 실측 조사, 당시 피난장소 생활을 경험한 주민이나 학생 인터뷰, 지난 직후 자원봉사자(오츠치쵸 주민) 등이다.

1.3 선행연구

학생 피난행동에 관한 연구를 살펴보면,「영유아시설의 피난행태 분석을 통한 건축계획 및 운영관리 개선방향에 관한 연구」(Lee, 2003)에서는 영유아시설 건축형태를 분석하고 화재발생시 외부로 이동하는 학생 소요시간을 시뮬레이션하여 영유아시설의 개선방향에 대해 논하였고,「국내 지진 재해 대비를 위한 안전 서비스 디자인 연구-어린이 공연장을 중심으로」(Park, 2016)에서는 지진에 대비한 어린이를 위한 시각화된 대피체계 부재를 지적하고 공연시설 특성에 맞춘 시나리오별 대피 매뉴얼을 제시하였다. 또한「어린이집 피난안전 향상에 관한 연구」(Jin, 2017)에서는 화재발생에 따른 안전한 피난로 확보를 위한 피난시설의 효율성 검증 및 보육교사의 역할에 대해 분석하였으며,「보육시설 피난안전성능 확보를 위한 제도 및 운영관리 개선방향에 관한 연구」(Jang, 2009)에서는 화재에 대비하여 보육시설의 소방안전 개선을 위한 제도 및 운영 방안에 대해 기술하였으며,「보육시설의 피난안전 관련 주요 기준 분석 및 실태조사에 관한 연구」(Park, 2010)에서는 피난안전성 측면에서 보육시설의 문제점과 소방시설 개선방안에 대해 논하였다.

선행논문에서 알 수 있듯이 학생 피난행동에 관한 연구는 제한되어 있으며 주로 시설물 내에서 화재, 지진 등 재난에 대비한 건축물의 안전성 향상, 방재시설 확충, 법제도 개선방안에 초점이 맞추어져 있고 수해에 대비한 연구, 특히 지형특성에 따른 학생들의 피난행태, 피난거점까지의 이동경위, 지진 발생 직후 학생들의 심리상황, 행동패턴, 보호자에게 인도방법 등에 관한 연구는 전무한 실정이다.

1.4 학생 수기의 특징

학생 수기는 기술 형태가 부분적 혹은 단편적이며, 시간이 애매한 설명, 위치가 불명확한 기술, 인상에 남아있는 것만 묘사되어 모든 행동이 기록되지 않는 등의 특징이 있다. 이러한 문제는 학생 수기에 현저하게 나타나는 현상이다. 반대로 대상 학생들에게 있어 중요한 사실이나 인상에 강하게 남아 있는 것에 대해 구체적으로 설명하고 있는 경우가 많고, 학생의 행동과 함께 당시의 심리적 변화양상에 대해 적혀있기 때문에 그러한 행동을 취한 이유와 감상 등 행동의 흐름을 파악하기 쉬운 장점도 있다. 학생 수기 분석·고찰에서는 상기의 조건을 고려할 필요가 있다.

2. 동일본 대지진의 특징과 지형 분류

2.1 동일본 대지진의 특징

본 연구는 한신·아와지 대지진(1995년 1월 17일 05시46분경, 진도 7.3, 직하형 지진) 후 피난행동에 관한 비교 연구로 한신·아와지의 경우와는 지진 발생 시간대가 상이하고 해구형 지진으로 인한 쓰나미가 전 지역에 걸쳐 대규모로 발생했다는 점에서 피난행동에 차이가 있다고 할 수 있다. 그리하여 본 연구에서는 동일본 지진발생 직후 피난행동에 착안하여 연구를 진행하였다.

2.2 지형의 분류

지형에 따라 침수범위가 상이하고 이러한 지형이 학생들의 피난 행동에 결정적인 영향을 주기 때문에 쓰나미의 침수범위 내 조사대상자가 등교하는 초등학교가 속한 지자체의 지형을 아래 3개 유형으로 분류한다. 유형 I은 리아스식 해안을 가지는 지자체로 침수역이 해안 부근의 평지나 골짜기로 펼쳐져 있는 지형을 말한다. 유형 II는 평야의 지자체로 침수역이 해안선과 평행하면서 광범위하게 걸친 지형을 말한다. 유형 III은 상기 특성을 모두 가지는 지자체로 침수범위가 광범위하지만 지역 내 높은 언덕이 있는 지형을 말한다. 이 가운데 유형 I과 유형 II의 예를 Fig. 3Fig. 4에 나타낸다.

3. 지진 발생 후 학생의 피난행동

3.1 조사대상자 속성과 지진 발생 시 상황

조사대상자의 학년을 Fig. 5에 나타낸다. 조사대상자의 학년 구성은 초등학생이 전체의 66.7%로 이는 지진발생 시 조사대상자의 66.7%가 학교에 있었던 것을 알 수 있다. 또한 조사대상자가 다니던 학교 소재지의 52%가 리아스식 해안을 가지는 지자체이다(Fig. 6).

쓰나미에 대한 정보를 구하는 방법을 Fig. 7에 나타낸다. Fig. 7에 의하면, 조사대상자 가운데 52명 (59.8%)이 어떤 방식으로든지 쓰나미에 대한 정보를 입수주1하고 있으며, 방법으로는「큰 소리로 외치다」44%(23명)와 「지역 방송으로 시청하다」가 13%(7명)가 대부분을 차지하고 있어 학생들은 휴대폰이나 라디오 등을 통해 자발적으로 정보를 얻는 것이 아니라 수동적으로 얻고 있다는 것을 알 수 있다.주2

3.2 지진 발생후 피난행동

학교에 있던 학생들이 보호자에게 인도하는 상황은 Fig. 8에 나타낸다. 지진발생 시 학교 내 있던 58명 중 관계자에게 인도된 학생은 21명이며, 이 가운데 18명(21%)은 부모에게 전달된 것을 알 수 있다.주3 또한 조사대상자의 행동을 구체적으로 분석하기 위해 지형별로「지진발생 후 행동」을 최대한 세분화하여 하나의 행동을 나타내는 설명을「기술자 = 1」로 카운트해 유사한 행동의 기술을 집계하였다(Fig. 9).

그 결과, 지진발생 직후부터 쓰나미가 도달할 때까지의 학생들이 행동을 기술한 수는 493건이며, 이 중「피난」이라는 단어가 210건로 가장 많았다. 시계열로 행동을 기술한 수를 분석(Fig. 10)하면 지진발생 직후부터 흔들림을 느낄 때까지는「자신의 몸을 지켰다」(35 %)와「가만히 있었다」(21 %)가 대부분을 차지하였고, 흔들림이 멈춘 후 쓰나미가 도달할 때까지「피난」(48 %)과「외침을 들었다」(16 %) 등의 행동으로 변화하는 것을 알 수 있다.

지역별로 비교(Fig. 11)하면 지역간 행동기술 수의 비율은 유의미한 차이는 보이지 않는다. 그 중「피난」행동을 세분화하면 리아스식 해안지역에서는「언덕」으로 피난한 비율이, 평야지역에서는「학교」로 피난하여「계단으로 이동」을 한 비율이 각각 높은 것을 알 수 있다. 또한 한신 · 이와지 대지진 시 피난행동 (Table 2)과 비교하면「피난」의 행동이 많은 것을 알 수 있다.

3.3 피난거점으로 이동

데이터 시트의「피난 거점 이동」에 착안하여 피난을 위한 이동 경위를 8 가지로 분류한다. 분류에 대한 정의는 Fig. 12과 같으며, 기준에 따른 유형 구분을 위해 지역별 현장조사를 실시하였다(Fig. 13, Fig. 14).

분석결과 유형 ①, ③, ⑥, ⑦은 지진발생 직후에 있던 장소에서 1 회 이동하거나 시설 내 이동만으로 최종 피난 거점에 도착한 것이다. 이외에 4 가지 유형의 합계는 53명이며, 불명확한 것을 제외한 전체 78명에 대한 비율은 68%이다. 이러한 결과로부터 지진 발생 직후 집에 있던 학생들은 사전에 피난 장소를 알고 있었으며, 학교에 있던 학생들은 선생님의 지시에 따라 피난했다고 판단할 수 있다.

4. 결 론

근년 지난온난화에 따른 해수면 상승, 자연재해 증가 등으로 미래 기후변화에 대한 연구가 활발히 진행되고 있다. 하지만 재해에 취약한 연안지역 거주 학생들의 피난행동에 대한 연구는 한정적이며 주로 시설물 내 재난에 대비한 연구에 초점을 맞추고 있다. 따라서 본 연구에서는 연안지역 학생들을 대상으로 동일본 대지진에서 나타난 피난 행동을 분석하였으며 얻어진 결과를 정리하면 다음과 같다.

(1) 학생들은 지진 해일에 대한 정보를 수동적으로 얻고 있다. 또한 학생들이 스스로 피난장소로 이동하기보다는 성인에 의해 부모 및 보호자에게 인도되는 사례가 많아 학생들의 피난 행동은 주변의 성인에 크게 의존하고 있음을 알 수 있다.

(2) 지진 발생 직후의 행동은 흔들림이 멈출 때까지 자신의 몸을 보호하면서 가만히 있는 경우가 많았고, 흔들림이 잦아든 후 있었던 장소를 이탈하는 행동을 취하는 경향이 있었다.

(3) 쓰나미의 위협으로부터 벗어나기 위해 리아스식 해안 지역의 학생들은 주로 높은 곳으로 이동하였고, 평야지역의 학생들은 학교 등 고층 건물로 이동하여 수직 이동하는 것을 알 수 있었다.

(4) 피난 장소로의 이동 형태를 살펴보면, 학생들은 한 번의 이동으로 최종 피난 장소에 도착하였으며, 이는 사전에 피난 장소를 결정하고 움직였다고 판단된다.

상기의 결과로부터 자발적으로 정보를 수집하는 것이 곤란한 학생들의 피난행동은 학교에서 방재 훈련이나 주변 어른의 행동에 의해 좌우되는 것을 알 수 있었다. 또한 동북지방 태평양 앞바다 지진(해구형 지진)은 평일 오후 2시 46분에 발생하여 지진 발생 시점에 대부분의 학생들이 학교에 있었기 때문에 일관된 피난 행동이 나타났다. 만약 발생 시간이 1∼2 시간 지연되어 방과 후 시간이었다면 피난 상황은 더욱 악화되었을 것으로 생각된다. 이와 같은 과거의 지진 발생 후 학생들의 행동에 관한 기록을 수집 축적하여 향후 방재 · 감재 대책으로 활용하는 것은 매우 중요할 것으로 생각되며 이에 관한 데이터의 축적은 향후 더욱 필요할 것으로 생각된다.

본 연구는 연안지역 학생을 대상으로 향후 예상되는 해양재난 대응 시나리오 작성을 위한 기초자료를 제공하는데 연구의 의의를 찾을 수 있다. 후속 연구에서는 우리나라 해역별 발생 가능성이 높은 해양재난 시나리오를 작성하고 다양한 연령별 신체적 인지적 기능 상태를 고려한 대응방안 연구도 함께 이루어져야 할 것이다.

휴대 전화가 통하지 않은 지역도 있기 때문에 일률적으로 자발적으로 정보를 얻은 학생들은 적다고 단언 할 수는 없지만, 정보를 얻는 방법이 명기되어 있는 것 중 81.1 %가「구두로 호소」와「동네 방송」으로 나타나 수동적으로 정보를 얻고 있음을 알 수 있었다.

지진 발생 시 학교에 있던 58명 외에 하교 중인 학생들이 일단 학교로 돌아가 거기서 부모에게 인도된 경우도 있었다.
